|Wang Yi: China Proposes 3-Phase Solution to Address Issue of the Rakhine State of Myanmar|
On November 19, 2017 local time, when jointly meeting the press with State Counselor and Foreign Minister Aung San Suu Kyi of Myanmar in Nay Pyi Taw, Foreign Minister Wang Yi introduced China's opinions on the situation in Myanmar's Rakhine State and noted that China suggested addressing this issue in three phases.
Wang Yi noted that China believed that the best approach to solve the issue of the Rakhine State remained is to find an acceptable solution for both Myanmar and Bangladesh through bilateral consultations. The international community and the UN Security Council should render encouragement and support to the two countries so as to create necessary conditions and favorable environment in this regard. I just concluded my visit to Bangladesh and the country clearly expressed its willingness to continue the bilateral consultations with Myanmar and Myanmar took the same stand. This was the important consensus reached by China, Myanmar and Bangladesh. As the issue of Rakhine State is a complicated historical, ethnic and religious one, the issue should be properly dealt with based on the present urgent situation and a fundamental approach for the long-term development should be sought. Therefore, China has proposed a 3-phase solution:
In the first phase, the on-site ceasefire should be called for and social stability should be resumed so that the people can live in peace without being homeless. With the joint efforts of all parties, the goal of this phase has achieved fundamentally and what matters most is to avoid the recurrence of the situation, especially the war.
In the second phase, all parties and the international community should jointly encourage Myanmar and Bangladesh to keep in touch and strengthen communication so as to find out feasible approaches to this issue through friendly consultation on an equal footing as quickly as possible. The two parties have reached a basic consensus on a repatriation agreement at present and it is hoped that this agreement can be signed and implemented as soon as possible to achieve visible results.
In the third phase, the priority should be given to the strategies to address the root cause of this issue. China believes that poverty is the root cause of turbulence and conflicts. Though Rakhine State boasts rich resources, its development still lags behind. We call for the international community to increase supports and investment to this area to promote development through poverty alleviation and achieve stability through development. China is willing to make contributions to this end and play its due role.
Wang Yi said that China's proposal of addressing this issue through three phases was applauded by Bangladesh yesterday and also received positive responses from Myanmar today. He hoped and believed that this proposal would win more and more understanding and supports from the international community.
